
Inland and port skippers can complete their reporting obligations in accordance with the Port Terms and Conditions in just a few steps
The ELBA portal is a free online service of the HPA for the mandatory submission of port use declarations for inland waterway and port vessels. This obligation is based on the so-called “Port Terms and Conditions” with the “General Terms and Conditions” and the “Special Terms and Conditions for Inland Shipping”.
A port utilization declaration consists of the following two components:
- Notification of every arrival (registration) or departure (deregistration) into / out of the port area. This includes all data collected by the HPA in accordance with the Traffic Statistics Act (VerKStatG, in German) and the Port Traffic Regulations (HVO, in German) as amended, and
- Choice of tariff (combined charge) for the billing of port use
If inland waterway and port vessels use the Port of Hamburg, this must be reported via the HPA web portal in accordance with the Port Terms & Conditions.
The web portal can also be used with mobile devices (smartphones, tablets). After the one-off registration, the necessary data can be entered in just a few steps. You can save all the port usage declarations you have entered, view their status and print them at any time. By using the template function, you can submit your declarations even faster and more conveniently. The application is available in German and English.
